Spectator option

 :)Would it be possible to implement/activate and option to -V a chatter selectively if they are unruly in a room..........without using the General option of giving individual +V as they enter the room?

No it is not possible. That is how the irc protocol works. A room must be moderated in order for +/-v to work.
